LHAND receives national award for Herbert Street development
The Lynn Housing Authority & Neighborhood Development (LHAND) had already earned
local and regional acclaim for its redevelopment project on Herbert Street so it’s not
surprising that national recognition followed.
The LHAND, City of Lynn, Lynn Community Development Housing Corporation (LCDHC) and
the Neighborhood Group have been named a 2007 recipient of the National Association of
Housing and Redevelopment Officials (NAHRO) Merit Award in the Program Innovation –
Community Revitalization category.
The NAHRO award recognizes outstanding achievement in housing and community
development programs throughout the nation. It was presented to LHAND Director of
Planning Norm Cole for the agency’s development of the Buffum Estates on Herbert Street
in the Highlands.
With Buffum Estates – named for former Lynn Mayor and Highlands resident John Buffum –
the LHAND, in partnership with the Lynn Community Development Housing Corporation and
the city, replaced 21 dilapidated rental units in four buildings with eight new, Victorian-style
townhouse units.
The project was an example of grass-roots community planning leading to a highly
successful redevelopment project involving a number of partners from the public and private
sectors in conjunction with neighborhood residents. The LHAND, led by Cole and Peggy
Phelps, worked in partnership with the Lynn Police Dept., Office of Mayor Edward J. “Chip”
Clancy Jr., Lynn City Council — Ward 4 Rich Colucci and Council President Tim Phelan, and
former councilors Debbie Smith Walsh and Salvy Migliaccio, Serving People in Need and the
Hamilton Avenue Residents Committee.
The city acquired the substandard units located at 5, 7, 9 and 11 Herbert St. in the mid-
1990s, demolishing them in 2001 to build the new townhouses. LHAND met regularly with the
Herbert Street Planning Committee, a group of local neighbors who were involved in the
planning process for the new development. Together, they were able to restore elegance
and consistency to the neighborhood
“Buffum Estates could not have been accomplished without the financial support of the city,
Lynn Community Development Housing Corporation and North Shore Bank,” Gaeta said.
“This project was not only about building eight homeownership units, but also revitalizing a
neighborhood and improving the quality of life.”
